The following is a memorandum from the business manager of a television station.
"Over the past year,our late night news program has devoted increased time to natinal news and less time to weather and local news . During this period , most of the complaints received from viewers were concerned with our stations coverage of weather and local news . In addition , local businesses that used to advertise during our late night news program have canceled their advertising contract with us. therefore , in order to attract more viewers to our news programs and to avoid losing any further advertising revenues, we should expand our coverage of weather and local news on all our news programs".

Television is facing a stiffer competition than ever before in its history. The author has rescheduled the late night programmes in television due to the failure of his previous contract with the advertising company. On the surface,the author needs to evaluate why the advertising agency has canceled the contract ?.Is it because other stations are paying more?.Have the news material on weather and local isues declined?. Have the number of viewers watching late night shows trailed off ? or Is the advertising agency unable to make profits with the this television station.The author may need to scrutinize the viewers interest's and need before making any drastic changes which could alienate his faithful viewers.

The argument presents that more time has been alloted to national news than local/weather news. One needs to think what was the outcome of such a change ? Has the number of viewers increased since then? If so, is it sudden or gradual ? constant or inttermittent ? . The author pitches his decision based on his suppositions and complaints received by the viewers. But, what are the complaints about ? Are they about the time slots which are not appreciable ? Are the viewers satisfied by the news casters? Is there accuracy in weather forecasts? . A concrete evidence is necessary to estimate the cause for the decline in the number of viewers.

The author argues that most of the complaints are concerned with weather/local news. What are the other complaints he received ? Are there any complaints regarding stations location ?.Is the station located in farm country where the news on weather forecast becomes important for planting and harvesting the crops. On the other hand, is it located in a secluded place where there is not much economy with unemployment bolstering the residents to watch more telivision. Expanding the coverage to attract more number of viewers and to avoid losing advertising revenues without empirical reasons is erroneous.
