"Over the past two years, the number of shoppers in Central Plaza has been steadily decreasing while the popularity of skateboarding has increased dramatically. Many Central Plaza store owners believe that the decrease in their business is due to the number of skateboard users in the plaza. There has also been a dramatic increase in the amount of litter and vandalism throughout the plaza. Thus, we recommend that the city prohibit skateboarding in Central Plaza. If skateboarding is prohibited here, we predict that business in Central Plaza will return to its previously high levels."

With the information provided, the assumptions leading to the conclusion drawn in this argument remain unfounded. The author uses the evidence that due to skateboard users in the central plaza there has been a dramatic increase in the amount of litter and vandalism throughout the plaza hence affecting the business in central plaza. However, the author makes a number of unproved assumptions that hamper a reader's ability to believe the author conclusion. If author were to provide more evidence to support the assumptions, the argument would be much more effective.

The primary assumption underlying author's conclusion is about increase in the number of skateboard users in the plaza which is the main reason for decreasing business in central plaza. But there could be some other reason also like opening of other stores in city which is cheaper than central plaza stores, central plaza stores have defective item, behavior of store person is not good etc. So to reinforce the author's conclusion he should have discussed about other things also.

Moreover the author assumes that increase in the amount of litter is mainly due to skateboard users only. But it might be possible that central plaza stores are not taking any serious step to clean their store litter .They are not using bin to through their garbage, they are simply throwing garbage in main area. It is also possible that stores are not arranging proper dustbin facility for their customers so those customers do not have any option to throw garbage in bin and they are throwing garbage in main area. So to reinforce the author's conclusion he should have discussed about garbage facility of plaza stores.

The author further assumes that vandalism caused by skateboard users and that is affecting the business of plaza. But it might be possible that main reason for vandalism is some other activists those who wants to destroy the central plaza. So to reinforce the author's conclusion he should have discussed activity of other groups which competes with plaza stores.

To sum up, The author fails to substantiate its claim that If skateboarding is prohibited in plaza then it can be predicted that business in Central Plaza will return to its previously high levels because he has not given sufficient reason to support his argument. He should have discussed about price and quality of things in plaza stores compare to other similar types of stores , behavior of central plaza stores owners, garbage facility of central plaza, competitors of central plaza etc to substantiate his claim.
