in addtion, by informing people government adds the citizen to their plan and the maasses can play their part. without this a ruling party can act in an authoritarian way. as we seen in case of Adolf hitler in germany. the man lead the country and the whole nation to second world war, due to the tyrannic behaviour of the officials.
although, there are some areas where covertness of information is necessory for goodwill of the country. like any security related data should remain only in the hands of the hands of some official not to every single person. also some information which can mar the reputation of the country internationally or can lower the moral of the people of the nation like US official does not reveal the acctual loss they suffer from the 9/11 attack, so not t create chos among the US citizen.
in final analysis, withold information from people about the counrty issue can lead to corruption among the parliament members and people could also be under dictator rule.
