Prisons are made to give punishment to an accused for his crime. That's a bitter truth of our society that many prisoners become more habitual of doing more illegal acts after completing their first penalty. I believe that ,this is due to bad atmosphere of jails. There are many reasons for this.
For instance there is no code of conduct for lockups. Usually staff in cells is very shrewd . They treat every culprit in a same manner,no differentiation between habitual gangsters and minors.
