Second, the passage asserts that new strict rules can discourage companies to recycle coal ash. On contrary, the speaker opposes this point by expressing an example of certain exotic material, which was handled and recycled proper. So, the strict laws can not negative effects on recycling process and companies tend to do it.
Finally, the text states that new regulations will increase the price of products, which is not desirable for people. In contrast, the professor express that imposing strict rules can increase the price, while it is not big and people will not notice it. ,
