The following appeared in an editorial in a local newspaper.

"Commuters complain that increased rush-hour traffic on Blue Highway between the suburbs and the city center has doubled their commuting time. The favored proposal of the motorists' lobby is to widen the highway, adding an additional lane of traffic. Opponents note that last year's addition of a lane to the nearby Green Highway was followed by a worsening of traffic jams on it. Their suggested alternative proposal is adding a bicycle lane to Blue Highway. Many area residents are keen bicyclists. A bicycle lane would encourage them to use bicycles to commute, it is argued, thereby reducing rush-hour traffic."

Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

It seems to be logical, at first glance, to agree with the idea that creating a bicycle lane will be conducive for the reduction of traffic congestion on Blue Highway. However, the argument relies on a couple of less credible or even doubtful assumption to consolidate its stance. In what follows, I will elaborate on them in details.

The 1st problem with the argument is that the author compares Blue highway with the Green highway in term of effects of a motor lane on traffic jams. Maybe, Green and Blue highways have different characteristics and factors that are important in traffic congestion. Maybe, Green highway has more perfects and safer roads with equipped whole driving signs which are helpful in peoples’ deriving than Blue highway. In this scenario, drivers are the comfort and follow the straight line without taking risky and annoying driving behaviors which leads to traffic congestions. Moreover, maybe the condition of Green highway in the last years is not comparable with Blue highway in the current year. Maybe, Green highway had redundant vehicle last years, yet their authorities try to decrease the number of automobiles or motors for the following years. Therefore, raising traffic jams in the Green highway may be related to other items, excepts creating lanes for the motorist, which are disparities.

Even we assuming that Green highway and Blue highway have similar conditions, there are other unanswered questions. is there any straight and positive correlation between motor lane and traffic jams? In other words, the traffic congestion has been originated only from motors lanes or other factors play more important roles than motors lane? Maybe, human factors and driving behaviors are more essential than motorist’s lane in traffic jams problems. To explain more, driver’s respects driving rules and revert other drivers right is one of these factors. Maybe, the blue highway drivers are not familiarized with the driving rulers completely. Maybe, most of the drivers are juvenile and do risky drivers. Maybe, blue highway drivers are imperious, and they consider only for themselves and ignore others’ right. All of these factors are important in traffic jams.

Even if we know about the people driving cultures and behaviors, there are other flawed toward the connection between peoples’ eager to use bicycle and traffic jams. Although peoples’ passion is one of the important incentives to use the bicycle lane in the blue highway, yet it is not an exclusive factor. Maybe, the people’s works place is far than their dwelling, so they have to use a fast and accessible vehicle such as cars or vans or motors instead of a bicycle. Maybe, some of the residents could not have enough money to buy a bicycle. Maybe, Blue highway denizen are eager to use a bicycle in the shorts distance instead of long such as highway because of its low safety. Maybe, the number of the Blue highway are infinitesimal, so even most of them are eager to use a bicycle, they could not have effective effects on reducing traffic jams.

To fully evaluate the argument, we require to have additional information. The first piece of information we need to know is the exiting similarities and difference between Green and Blue highways in terms of traffic congestion. To better assess, we also require to know more about other important factors that impact on traffic jams. Finally, to improve the argument as a whole, it is greatly recommended to being confident about the existing positive correlation between peoples’ eagers to use of bicycle and reducing traffic jams.
