In such a case conclusion drawn by the author is completely contradictory to actual circumstances.
The other ambiguity is author's strong conclusion based on only one statistical data. it might be the case that there is sampling error in the statistics reproduced. Often, data from one or more sources is required to draw such a strong conclusion for the country as large as U.S.
