Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.To what extent do you think laws are needed to make people recycle more of their wast

With the improvement of people's living standards, more goods nowadays are consumed, thereby generating more wastes which are only partly recycled. I think enacting some laws is helpful to mitigate the problem, but it should not be the only solution.

Laws can regulate people's behaviour. If detailed rules about recycling the waste are introduced, more people will follow the regulations, because many people today don't pay too much attention to the waste. Citizens will receive punishment after the introduction of regulations, if they throw the waste instead of recycling it. In this way, the public can form a good habit of recycling.

However, excessive regulations are sometimes too complex for the public to follow. For example, if people need to spend a lot of efforts recycling the waste in order to follow the rules, it might reduce their enthusiasm in the waste recycling process. As a consequence, the government may not accomplish its original objectives of imposing these laws.

In my opinion, some other solutions could also contribute positively to the recycling programmes. For example, some environmental groups should take the responsibility for improving ordinary people's environmental awareness. In this way, the public may realise the importance of recycling the waste. Also, the educational system should include classes about how to recycle the waste correctly. Students can gain basic skills about recycling at school and teach their parents to use these skills at home.

In conclusion, laws are useful for regulating people's behaviour on recycling, but other solutions should also be introduced to deal with the problem.
