The main topic of both the reading and the lecture is about creating some new rules and regulations to save and handle coal ash which actually comprises small amounts of detrimental chemicals. The reading passage claims that the recent limitations are dispensable and may have negative results as well. On the other hand, the lecture not only casts doubt on every single point raised by the author of the reading passage through citing three different counter-arguments but also mentions that none of the mentioned explanations is convincing enough.

To begin with, the author establishes that several impressive environmental limitations and rules are available now such as using liner to avoid coal ash constituents from permeating into the soil and contaminating the environment. In contrast, the lecturer rebuts this idea, stating that it is true that the liner material exists for new lands and ponds but it is not sufficient because it does not really available for old lands and ponds. This issue really engenders a problem for old lands and the drinking water in those areas has been already contaminated.

Furthermore, the reading passage brings up the notion that new regulations maybe do not persuade people to recycle coal ash into other products. Conversely, the professor specifies that this concept does not profoundly lead to consumers to stop using it. For example, the lecturer mentions to the mercury and provides some explanations about this material. He points out that people safely used and recycled this material for several years. This means that people did not stop using it.

Eventually, the reading passage goes on to mention that new limitations lead to a paramount increase in disposal and controlling costs of the power companies. Under such a circumstance, they really increase the price of electricity. Notwithstanding, the lecturer mentions that this idea is not correct and the idea well works because of the amount of electricity fee increases around one percent of this amount. This is really acceptable for having a clean environment.
