The speaker argues that the decrease in population of otters can be better attributed to predators with proper evidence. In his first statement, he points to a fact not mentioned in the passage saying that there were no dead otters washing up on the shores which would have been the case had these otters died of any disease due to reduced immunity levels. Since there were no such bodies of either otters or seals washing up he believes that these animals were eaten.

According to the passage, orcas are the only sea creatures with the ability to disrupt the ecosystem in the levels observed and it says that they hunt for whales and don't go behind small creatures. But the speaker states that the population of whales has gone down over the years due to hunting and these orcas are left with no other choice but to prey on smaller creatures. To support his argument he talks restates the uneven pattern in population decline in a different fashion. He mentions that regions which are shallow did not see a decline in population because the orcas could not reach their prey but in places with deep waters, they observed a decline in population and effectively casting his doubts on the passage.
