The reading believes that imposing high taxes on cigarettes and other unhealthy foods will bring lots of benefits to the society, while the professor asserts that those benefits cannot be realized.

Firstly, the reading claims that by imposing taxes, people are less likely to get indulged in unhealthy behaviors. For example, raising the taxes on cigarettes will lead people to buy fewer of them, which can be expected on other unhealthy food. However, the professor views the issues from an opposite angle. According to the professor, if the cigarettes' price gets lower, people will buy those cheaper ones with lower quality, which are more harmful to their health. What's more, those people who continue to buy the cigarettes will have less money to spent on the healthy food. Therefore, their health conditions will get worse.

Secondly, the reading argues that these taxes are financially fair. Whereas the professor opposes the claim by saying that it's unfair because it doesn't take the income into account. To be specific, those people who earn less pay the same taxes as those who earn more. Then those who have less income will have to bear higher relative taxes comparative to those who have more income.

Thirdly, the reading states that the high rate of taxation can largely increase revenue for the government, which can be used for other projects to benefit the public welfare. By contrast, in accordance to the professor, it doesn't hold water. It's because if the governments impose the taxes on cigarettes, they will get a large amount of revenue like millions of dollars. Then the government will be dependent on those revenue and doesn't want to lose it. So they won't eliminate the behavior of smoking and having unhealthy food by some radical measures, let alone banning people from cigarettes or unhealthy food. Otherwise, they will lose a large amount of money.
