The procedures for submitting the ‘C’ forms for online submission of details regarding the stay of foreigners including students in hotels, lodges, individual houses, hospitals and hostels of educational institutions under the Immigration, Visa, Foreigners’ Registration & Tracking (IVFRT) System were explained to the hotel/lodge owners, and administrators of hospitals and educational institutions at a training programme organised by the District Police Office (DPO) here on Saturday.
According to the website of the Department of Electronics and Information Technology (DeitY), Government of India, IVFRT is one of the Mission Mode Projects (MMPs) to be undertaken by the Ministry under the National e-Governance Plan in order to modernise and upgrade the immigration services.
“The core objective of the project is to develop and implement a secure and integrated service delivery framework that facilitates legitimate travellers while strengthening security. The implementation of this MMP will enable authentication of the travellers’ identity at the missions, immigration check posts (ICPs) and foreigners regional registration officers (FRROs) through use of intelligent document scanners and biometrics, updating of foreigners’ details at entry and exit points, improved tracking of foreigners through sharing of information captured during visa issuance at missions, during immigration check at ICPs and during registration at FRROs,” the website stated.
R. Kuppusami, Scientist- D of the National Informatics Centre, Chennai, who was the resource person at the training programme explained that it was mandatory on the part of lodge/hotel/house owners and hospital administrators to submit online ‘C’ forms containing the details of foreigners staying on their premises immediately after they check in.
He answered the doubts raised by the stakeholders. He said that the forms should be submitted within 24 hours of the foreigners/students being admitted for stay on their premises.
The passport/visa details should be entered in the case of foreigners of all countries except Nepal and Bhutan in whose cases, their election identity card details had to be mentioned.
A unique number would be given for each ‘C’ form that is submitted. Overstay even for one day would be considered illegal, he said.
Mr. Kuppusami asked the lodge owners to send a report to the DPO about foreigners, who pay for their stay but vacate without informing the lodge owners before the expiry of the duration for which they have paid.
G. Panneerselvam, Deputy Superintendent of Police, Vellore, appealed to the lodge owners/hospital administrators/educational institutions to cooperate with the NIC and the police department in furnishing the details required and their views for updating the IVRTF software.
