"In order to alleviate the serious unemployment problem in our town, we should encourage Autotech to build its automobile manufacturing plant in our area. The Hillview landfill, which has been undeveloped for decades, is a perfect site for this plant. The building and staffing of this plant will put to work thousands of Hillview residents left unemployed after Computech computer software programming company abandoned its national facility last year. I am asking the City Council to authorize a large campaign to attract the company and offer significant tax incentives to make our town attractive to this giant of car manufacturing."

To alleviate the unemployment problem in the city, the Mayor proposes to impel Autotech to build an automobile manufacturing plant in that city. As evidence to bolster this assertion up the Mayor claims, that in such a way, the residents of the city, who were left unemployed after the computer software programming company abandoned, would find jobs at the new plant. Also, the Mayor claims that there even is a perfect part of land for building the plant on it. The argument is unconvincing because it lacks evidence that would make the argument more well reasoned.

Firstly, there is no evidence that the Hillview landfill is a perfect place to build a plant on it. Author should provide information why exactly the landfill has been undeveloped for decades. The problem of inappropriate landscape or existing dangerous chemical elements in that area may occur.

Secondly, the statement presupposes that unemployed residents would find jobs in a corporation whose activity and manufacturing specific is disparate from the prior plant. The evidence that those residents would fit the new jobs and that they have appropriate skills is absent either. The training of the staff may take a great deal of time.

Moreover, the proposal concerning offering tax incentives is controversial. The budget of the city consists of taxes, amount of which attenuated for the last years due to unemployment problem. If the new corporation has tax perquisites, it will not ameliorate the problem of budget deficit of the city. Thus it will not be such beneficial for the city as it is said in the article.

The article draws conclusions that go beyond what is supported by the evidence. Providing the details about why the Hillview city is a good place to build a plant and how it will improve the situation with unemployment should be included in a memo from the Mayor of the city.
