Overall,what stands out from the given data is that,there were significant changes in the drug consumes from 10 to 70 arrests between 1991 and 2005.
Loking at the information in more detail is that,in 1991 the number of illegal drugs stood at 10. Then it was seen a gradual increase over the next three years. There was a dramatic rise from around 22 in 1994 to 60 in 1995. The quantity of them remainde steady at 60 from 1996 to 1998. A sharp decrease was seen in the number of arrests for using drugs at approximately 38 over the period of 1999. The consumption of drugs peaked at well above 70 in 2000. It was the highest result over the given period. Then it witnessed a rapidly decline with 15 during the 2001. At the end of period, the using illegal drugs bottomed out at just under 50. In 2005,it reached a low of 40 arrests.
