Overall, the average expenditure experienced radical changes throughout the period. While in 1950, almost the total spending was allocated to housing, it was much more equally divided 60 years later.

One prominent feature is that housing took up the lion share in 1950, accounting for virtually three quarters of the year’s expenses but decreased significantly to less than a quarter in 2010. A similar pattern applied to education spending, though less dramatic compared to housing, shrinking from 6.6% to 6.3% at the end of the period.

On the contrary, the proportion of public money devoted to food tripled after six decades from over a tenth of the total expediture to approximately a third. Spending on transportation and other aspects, which used to take up a modest share of the nation’s budget with no more than 5% went to each, rose considerably in 2010, accounting for 14 percent and 19.2 percent respectively. Never exceeding five percent, the expenses of health care still took up a minimal proportion of the total spending even though it has doubled over the period.
