The reading and the lecture discuss regulation of coal ash. The reading says that do not need to store and handling coal ash, but the lecture refutes this statement and provides some reasons.

First, according to the passage, power company should use a specific regulation material that called liner because coal ash components damage the soil and other materials that are in the soil, but they disagree with this law. They say that it is hard for them to use this material regularly. In contrast, the professor states that this material, which they use in coal ash, is not sufficient and for example the ground water might be damaged by coal ash.

In addition, the companies say that they use coal ash in a recycle and produce other products in order to make concrete and bricks in the buildings. On the other hand, the lecture argues that if they store and handle coal ash, they have more coal ash, for a long time, to use in the recycle process and she provides an example of Mercury material that have already saved and could used for a long time. Thus, the concerns about this decrease later.

Finally, the companies claim that this regulation increases the cost for storing and handling then they have to increase the price of electricity. However, the lecture refutes it and says that this process, storing and handling coal ash, will increase the price only about one percent and not more.

In summary, the lecture disagrees with companies' reasons and it is better for all, especially environment.
