The given pie charts indicate how yearly budgets of a UK school were dispensed for a variety of fee in 1981, 1991 and 2001 respectively. In a brief observation, salaries for human resources accounted for large proportions of total expenditure consecutively whereas tiny segments were made up by insurance cost.

Firstly, it is apparent the pay for teachers represented the biggest percentage of all three charts throughout 20 years, about 40 - 50%. In opposition, other staffs' salaries showed remarkable abductions in the same period. Its numbers started at 28 per cent then reduced to 22 per cent and reached the point of 15 percent finally.

Turning to the other areas, there are gradual fluctuations regarding to the budgets for the school materials. Educational resources such as books occupied a quite small portion of 9% in 2001 despite the onset of 15% in 1981 and the expanding to 20% in 1991. With the reversed movements, the annual spending for internal stuffs made up 23% after declining to 5% in 1991 with the beginning of 15% in the past 20 years. Finally, the cost of insurance keep the same accelerations of increase to reach 9% in the third pie chart.

On the whole, while about half of total expenditure were paid for teachers' salaries, mere amounts spent for insurance expanded marginally in the end of the given period.
