Firstly, although the strict regulation have already existed, besides, companies must use liner in new pond or landfill to make sure prevent leaking into the soil to the surroundings. On the contrary, the professor says that the regulation only influence the new land rather than the od land or landfill which can cause big environment damage. So it is necessary to build a new rules.
Secondly, many companies concern that the strict rules may discourage the recycling of coal ash into their other items which is dangerous, because their consumers are too scared to buy the products. The reason why this is an impossible situation is that mercury can storage in the products for a long time and be recycled safely and it is not mean that the consumers stop using it anymore.
Thirdly, for the increasing cost, the companies have a negative attitude. That means they have to spend ten times the current expense. What's more, they would become unwelcomed by rising the electricity price. According to this, the listening material argus that if we know the extra money---15 billion which seems too costly is just one precent of the sales, we would think it is not a big deal for companies.
