These are answers for your advice.
1. Definitely I typed my address using Alphabet.
2. I tried with two different credit cards. Both of them are VISA and actually I used these cards in US last summer.
3. I made an account of PayPal but I still cannot make a payment.
This is a letter from the person in charge of PayPal, which includes quite different explanation from yours.

I think he/she is considering the case someone wants to make a payment to a company in South Korea through PayPal.
If it is a matter of technical system, I can write down any address in US. It would be fine??
I can pay with a former address in which I stayed last summer in Michigan.(I am not living in there any more!) Would it be fine? Please let me know if you have a better idea for solving this problem.
One more thing. I found an e-mail transaction site on PayPal. Becuase "Currently" I cannot add a fund to my account - this is a note from PayPal -, I think an e-mail transaction is the only way to make a payment.
You receive a payment through e-mail? What is your e-mail address as a recipient ?
