Overall, the percentage of budget spent on roads and transport in Portugal and Italia were higher than those of the UK and the USA. It is also noticeable that Portugal saw a highest percentage of government spending on those facilities throughout the period shown, except the year 2000.

In 1990, government in Portugal spent over 25% on roads and transport. Over the period of 15 years, that percentage decreased significantly to 20%. In terms of Italia, in 1990, about 22% of government budget was spent on transportation facilities and reached a peak of 23% in 2000.

Turning to the UK and the USA, we can see that government in the UK spent the least on these categories, the expenditure on roads and transport started at 10% in 1990 and hit the low at 7% in 2005.
