After a dramatic decline in 1989 with 12,500, a slight rise can be seen at 12,700 and then a continuous ten-year-decrease caused only 11,300 was paid in 2004 before increasing moderately to 11,600 in 2009.
The pie chart demonstrated the proportion of income background. The most principal percentage was in high income families, accounting for 52%, compared with low and middle income families, occupying 26% and 22%, respectively.
Overall, this period witnessed a nearly tripled increase in the university student population, while the government reduced one third payment for each student, based on a economic background that high income families took up more than half.
