The graph gives information about unemployment in percentage terms in Japan and the US between March 1993 and March 1999.

They followed different trends because Japan’s unemployment rate was upwards while the US's was downwards. From March 93 to March 94 the percentage of unemployment in Japan increased substantially, however, in the period from March 94 to March 95 the rates fluctuated but practically never changed. In the US it kept fluctuating throughout the given years, but as distinct from Japan, it steadily decreased from 7.0% to 5.0% except in March 93 and in March 95 the rates fell suddenly not slowly.

In March 96, there was a dramatic rise in Japan’s rates but later it started to fluctuate again. In March 98 the rates reached the highest point when it was over approximately 5.2%. Throughout the years given in the graph, Japan's rates rose from 2.5% to 5.0%.

The all-over picture is that even though two countries followed the opposite trends, in March 1995 they both ended at 5.0% of the unemployment rate.
