It is clear that, in each of the given years, the proportion of total spending for higher education was by far the highest.

According to the pie chart,in 1980, 35% of total expenditure went on higher education,with that for k-12 education representing exactly a third. The figures for transportation and health and human resources were not quite as high as that, each at approximately 15%. Next comes environmental services and other expenses, each at around a small farction.

After increasing slightly to 45% in 1980, the percentage of annual spending for higher education stood at two fifths. Turning to k-12 education,the figure dropped to nearly one fifth at the end of the period. Looking at transportation, 6% of annual expenditure was allocated to that in 1990 before rising to a peak of 22% in 2000. Despite slight fluctation,the figure for health and human resources decreased to 10% at the end of the period. With regard to environmental services, the share of total spending for that improved to 9% by 2000. By contrast, the relevant figure for other expenses declined to 1% by the end of the period.
