It is observed that most criminals commit crime again after being penalised for the first time. There are various reasons for such instances, and for this government needs to take some stringent actions to avoid it.
One of the reason for repeating a crime is that the defaulter is not aware about the rules and order in place. It can also happen that he is not serious to oblige law framed for citizen. Also, another reason could be that the offender is wealthy enough to settle his crimes in money since for him it is negligible amount of fine which makes him free to commit more crimes. Above all this, I find the influencing person committing crime is hidden from the society or it is manipulated in such a manner, which proves that the person is not guilty. Taking benefit of his position he tends to violate the orders or laws again and again.
In order to minimise repeat offenders, laws should be made more strict so that person commiting crime in first place becomes demotivated to non comply with rules again. Also government should take initiative to make localities aware about the rules framed for them by way of advertisement on hoardings, ads in television or radio etc. This will make citizen aware and they can stop if someone else is violating it. The law executors which are police, should not be biased for different category of people. For example if politician or famous industrialist has committed crimes he shoukd not be given preference of any leeway in fines or penalty, which in turn will stop that criminal to re-offend, considering his fame is not affected in society, he will think before acting.
To sum it up, it is clear that even if laws and order are in place, to execute them society needs awareness and obidient executors to stop, repeating of crimes.
