Firstly, although the strict regulation habe already exiested, besides, companies must use liner in new pond or landfill to make sure prevent leaking into the soil to the sourrdings. On the contrary, the possefor says that the reguation only influence the new land rather than the od land or landfill which can cause big environment damage. So it is neccessary to build a new rules.
Secondly, many campanies concern that the strict rules may discourage the recycling of coal ash into their other items which is dangerous, beacuse their consumers are too scared to buy the products. The reason why this is an impossible situation is that mkrl can storage in the products for a long time and be recycled safely and it is not mean that the cousmers stop using it anymore.
Thirdly, for the increasing cost, the companies have a negative attitude. That means they have to spend ten times the current expense. What's more, they would become unwelcomed by rising the electricity price. According to this, the listening material argus tha t if we know the extra money---15 billions which seems too costly is just one precent of the sales, we would think it is not a big deal for companies.
