impact of putting speed limitation
Both article and the speach revoles around the impact of putting speed limitation on the highways. The article give three positive aspects of this action while the lecturer is dubious about them and cast doubt on the mentioned affects in the paragraphs.
First the reading claims that the speed restrictions can reduce the number of dangerous accdients on the road. While the woman claims that there is no clear evidence regarding this argumment and there was a downward trend on the rate of accidents even before the speed limitaion rule. She elaborates on this by saying that this is a continious trend, caused by the better road condition and higher car safty.
Second, the article holds the view that lowering speed limits could reduce air polluting emissions. While the lecturer states that the evaluated number of reduced emission is near to 0.1%, which is neglitable and dosen't have a significant imapct on the air quality of the cities.
Furthermore, the writing finds the speed limit economically beneficial for the governement, hence the vehicle users spend less money on the fuels. On the other hand, the speaker points out that if the speed reduces in some roads, the truck riders not only have to spend more time commuting between the cities and but also have to be payed more . Moreover, the overall transportation costs will raise significantlly and will cost more for the economy in the long run.
