It is right, of course, that many problems of modern society cannot be solved by laws, with the deep feeling of depression about this issue lied in all our hearts. However, the real reason is not what is stated above, but the lack of ability of laws. There are some desires and wantings in someone's hearts which are little restrained by the laws. Still the laws and legal systems could just resolve some of the problems, though maybe claimed many, which in term makes the disability of the laws quite disappointed.

First, it is the inept of laws and the legal systems that is reasonable, not just claimed in the statement. Although they are somewhat seemed similar, they are quite different, indeed. Law, in fact, change the way we think as regulations of tradition and some habits in cultures, which is the thought in our hearts and minds, while the effect is not the same for everyone, some deeply affected and never do wrong in the laws' point of view, others still deceive for what they want, with immoral strategies.

Moreover, the seemed unaffected parts are desires, wantings, the longings, which may stir someone up to take risks, maybe harmful ones, to try to satisfy them. For examples, while there must be some regulations reminding us that we should drop the trash in the trash can, some of us might just leave their used litter on the roads, taking their convenience into account other than the wellbeing of others or the possibility to violate the rules. It is the desires to make them comfortable that outweigh the known requirement of obeying the laws.

In addition, the incorrigible evil doings of some bad guys makes the laws incapable to solve all the predicment in our society, resulting the disappointment of the legal systems. Take some businessmen for example, they may just think of their profits, even deliberate them, leaving the issues such as pollution and preserving our ecology and environments for the protests and compaigners. With all this selfish spirits, the dilemma of our society will grow worse and hard to be resolved, for the disability of laws.

In the end, laws and legal systems, actually, can't solve many problems, no matter how the lawyers and judges claims. The dearth of power of laws overshadow their reliability. We can't just put all the dispute to the court or find some police. Why not as the protests mentioned in the above paragraphs, rise and take some actions.
