The suggestion suggested above might seem very convincing at the very first glance but in my opinion scandals can do more harm than good. Scandals may draw attention on problems but the further consequences are undesirable.

A scandal is a most shameful way a problem can be disclosed in public. Scandals cause irreparable harm to the reputation of government and also tarnish the public image of the people involved in it. The best example to support this statement is the impeachment of former president of America, Bill Clinton. He was charged with harassment of his staff and later the charges were withdrawn. But the irreparable damage to his public image is not yet compensated.

Another important factor is that of the media. Media channels to ensure their benefit air all possible information they get without verifying the authenticity of the information. The information is broadcasted in parts which may not be properly related. This misleads the public by inflating scandal amount and defaming people. This was very well observed in the Arushi murder case, Delhi, in which the girls parents and the involved people are defamed and still face public humility.

Also, people tend to lose faith in their government along with scandals. This eventually leads to the dissolution of the government before its tenure or changes in the administration which is not good for the prestige of any state. When the Aadarsh scam was busted, many high profile functionaries involved in them was revealed. To gain the confidence of it's people back, the entire cabinet of ministers was revised.

Scandals may attract attention and cause immediate reforms like those done in cases of doctors practicing female infanticide. But scandals themselves cause breach of faith in people who have suspected no foul play. On the other hand, the reforms which are made gradually and without any ill-fame have more impact. This is best illustrated by the progress made to pass the Jan Lokpal bill in India.

Hence, scandals should be avoided and scandalous issues should be carefully and discreetly handled by the government.
