"A nation should require all of its students to study the same national curriculum until they enter college." at a first glanced this recommendation sounds unprejudiced towards all the students in the nation.It can also help to measure and compare student's performance using single model(unit) nationwide.
adapting this recommendation also helps government to discover the best talent from the whole country and they can encourage them to work for the nation.
but every student is unique and has different talent/interest/learning abilities,keeping the same syllabus in the nation might not be beneficial for few students.Just like we don't expect a fish to climb a tree, we shouldn't expect every student to follow a certain way of study.
When student will enter the college to study specialized subjects,it is crucial that they must understand the fundamentals of the modules they will learning in the college. but with the common subjects nationwide,It might not cover all aspect of the essentials each student requires in order to fulfill further learnings.
Each region in the country has unique weather,population,choices and needs of the people in that region,unique production of crops etc. considering all the above facts, It would be unintelligent to mandate identical curriculum for all students in the country during their schooling years.
Considering all the above points I think adapting given recommendation may not help students or faculty but might create a muddle,hence I don't think given recommendation is good for adaption.
