Well, the professor starts by saying that each of the arguments explained in the passage can be challenged. Although some might think these policies will be effective she disagree for the following reasons.

Alghough the governments think that by increasing the tax, the people will be dicouraged to use segarettes and hunlealthy foods, the professors theorizes that by increasing the taxes the people who are addictedd to segarettes will try to find cheaper and irregular made segarettes and this will put them in danger more. Similarly, she claims that some people who like to serve unhealthy food when the taxes are high still use it and this will cause to lose more money and finally there will no money remain for them to pay for their health care.

The second, the theory that high taxes on segarettes and unhealthy foods is fair for the health treatment of the ones who are addicted is rejected by the professor somehow. She beleives that it is not fair action regarding the segarettes addicted people. She gives an example, if two people are using segarettes one is with low income and the other ones is high income so, both of them use the segarettes and pay the same taxes so, it seems not to be fair.

The final theory which given in the passage also criticized by the professor. Although the government uses the taxes from segarettes and unhelathy food for the projects that benefit the public walfare, then these taxes will be count as one of the way the government can earn and add to their yearly budget. Therefore the government will not be interested to lose this amount of money and they will not make a plan to avoid the usage of segarette at all.
To conclude that, these policies are not useful and functional for the health of the society.
