The reading passage states that the policy of imposing high taxes on cigarettes and unhealthy products has a number of social benefits. However, the professor in the lecture casts doubt on the points made in the reading.

First, considering the article raising taxes on cigarettes leads people to buy fewer of them. In contrast, the professor in the article contradicts the idea and further explains that in this approach maybe some people use cheaper and low-quality products cause they can not afford some expensive cigarettes and also lead some people to use unhealthy foods more than healthy foods for ignoring the law.

Second, the reading passage claims that taxing people who engage in unhealthy behaviors creates extra income that can be use for medical costs. Admittedly, the professor justifies the information presented in the reading and makes the points that some people think it is an unfair idea because high-income persons have any problem for pay more but some low-income persons have trouble and they think they are not in the same situation with wealthy people.

Third, the reading passage puts forward the idea that with higher rate taxes the government can use that money for some plans such as building stadiums or public projects. In the same way, the speaker validates the idea and adds that but in most of time the governments kept the money and revenue for themselves and can not prefer to spend them on some public plans and projects.

To sum up, both the writer and speaker hold conflicting views about high taxes on purchases of cigarettes.
