TPO 53 Integrated Writing Task

The article and the lecture are both about the taxation on cigarettes and unhealthy foods. The lecturer challenges each of the writer's points on reasons for raising these taxes.

First, the speaker is doubtful that the taxes will change unhealthy behaviors in people. She explains if the price of cigarettes gets higher, smokers will turn to purchase cheaper types of cigarettes. This will consequently impose a much greater health risk to these users. As for the unhealthy foods, consumers may keep buying them even if they comes at an expensive cost due to the high taxes. As a result, these consumers will have less money left to spend on healthy food and beverages.

Second, although nonsmokers may find the taxes of unhealthy behaviors financially fair, it is still unfair, considering the differences in people's incomes. For example, the high taxes will become an expense for smokers with low income, as compared to high earning ones. The same can be applied for junk food. Therefore, it can be considered fair to shift the financial burdens from all of society to just those low earning people who smoke or have fast food.

Third, the lecturer points out that using the taxes as a way to increase the government's revenue has its own downside. Since the high taxation of cigarettes can add up to millions of dollars, the government may be become dependent on it and thus, not wanting to lose this high revenue. This can lead to radical measures from the government, such as forcing laws to ban smoking in public areas, so they can get more benefits from fining smokers and unhealthy eaters.
