Many countries require cigarette smokers to pay particularly high taxes on their purchases of cigarettes; similar taxes are being considered for unhealthy foods. The policy of imposing high taxes on cigarettes and other unhealthy products has a number of social benefits.
First of all, the taxes discourage people from indulging in unhealthy behaviors. Raising taxes on cigarettes, for instance, leads people to buy fewer of them. Smoking has declined as taxes on tobacco have risen, showing that these taxes do work to make society healthier. It can be expected that imposing similar taxes on unhealthy food and beverages would help reduce obesity rates.
Second, taxes of this kind are financially fair. When people get sick as a result of their smoking or eating unhealthy foods, they create medical costs. It is unfair that everyone in the society, including nonsmokers and people who follow a healthy diet, should contribute equally to covering these costs. Taxing people who engage in unhealthy behaviors creates extra income that can be used to cover the medical costs. In this way, some of the financial burden is shifted from all of society to just those who choose to participate in the unhealthy activities.
Finally, the high rate of taxation on cigarettes significantly increases revenue for the government. In addition to using this tax revenue on medical assistance, governments often use the revenue for other projects that benefit public welfare, such as building stadiums or creating public parks. Even basic government-supported services like public education benefit from these taxes. Thus, the taxes on cigarettes, and the proposed taxes on unhealthy foods, benefit everyone.
The reading passage and the lecture both discuss merits and demerits of high taxes for unhealthy foods and cigarettes in one country. In the reading part, the author mentions that the government makes several benefits with these extra taxes which not only is for all citizens, but also reduces addictions among people. In the listening part, however, the speaker challenges what the author states and rebuts the reasons.
To begin with, as mentioned in the article, the author sets forth that people using unhealthy lifestyle might alter their behavior. Moreover, it helps consumers of cigarettes or unhealthy food decrease usage of these substances. Nevertheless, the speaker refutes the idea asserting that it will not lead customer to change their life. they might take the cigarettes with lower price, which is much more harmful than the good quality products. In addition, if the unhealthy foods become expensive, people might continue to eat them, and on the other hand, spend less money to buy healthy foods because there is no money left for them.
Secondly, the author points out that people with healthy lifestyle and unhealthy lifestyle use equal facilities in a society; due to the fact that people with unhealthy lifestyle will use more medical treatments, it would be fair that they spend more taxes for buying unhealthy stuff. Nonetheless, the lecturer flatly contradicts the idea and contends that people have different range of incomes, it is not fair for people with less eicome pay mush more taxes to these products. Actually, idndividuals with less money deprive from tthe facilities muchg greater than other people and it becomes as a huge burden for them. Therefore, it will not be fair any more.
Finally, the author claims that the government spend the taxes for provideng stadium or better education for all citizens. Hence, with extra encome for governmnets all people take the benefits. In contrast, the professor is of the opinion that the governmet, now, become dependent on this money. As a result, the government does not force people not to use these products. it means that the government does not make policies to do not allow people smoke in the private or public places, or ban the people to eliminate this harmful lifestyle.
