According to the passage, the taxes allocation to cigarettes and other unhealthy commodities benefits all sectors of society. the lecture, however, thinks this matter can be challenging.
First, the passage explains that high taxes prevent people from doing harmful behaviors. This idea is refuted by the lecture, which claims that in this situation people buy cheaper and lower quality cigarettes. These cigarettes are more harmful than other cigarettes. Also, people buy expensive unhealthy food, hence, they will not enough money to spend on healthy food.
Second, the passage argues that high taxes for these products are unbiased. The lecture, on the contrary, disagrees with this belief, suggesting the policy is unfair. The governments do not consider this fact that the addictive of these products are both poor and rich people. Therefore, these policies are not fair for those people who do not have adequate income.
Third, the author of the passage writes that high taxes on cigarettes have a considerable impact on the government's profits, and the government uses this income to improve the style of living. The lecture, in contrast, states that the government's income of this policy is millions of dollars. The government does not want to reduce harmful behaviors in society.
