Firstly, emotion is the key factor in developing any decision by a human being. One just can't put aside emotions. Although some decisions seem to be taken without emotions, emotion plays on subconscious level. Secondly, everything can be proven with the logic. Simply put, one should think any decision as good or bad either it is taken with emotion or not. For example, decision of Hitler to kill Jews is kind of decision based on Hitler's emotion and nobody will support such a cruel act with logic. Even if Hitler has taken decision with emotion and decisions can not be justifiable, his decision is not just poor, it is unaccepted.
As decision made by Hitler is bad there are many good examples taken based on emotion. For example, Gandhi was driven by patriotism which helped India get independence in 1947. Patriotism is a type of emotion. So, the decision taken by Gandhi to fight against British with non-violence is also a emotional one and if you look back, it can also be justified with logic. But that doesn't make Gandhi and his fellow freedom-fighters bad decision makers.
After the bad decision y Hitler and good decision by Indian freedom fighters. The decision of formation of Pakistan is also based on emotion. But we can not categorise this as good or bad. Since It was a good thing for those who wanted their own country but a bad one for those who lost their lives during the partition of India and Pakistan.
So, the speaker's statement limits on hyperbole. The decision maker should be considered good or bad based on his decisions and their outcomes even if it is an emotional one which can be justified with logic.
