Although, the number of vehicle ownership was increasing during 7 years from 1987 to 1995, they rose merely vehicle per thousand people. All of number vehicle ownership were under 1000 vehicle per thousand people.

However, they changed suddenly from 1995 to 1999 since they increased rapidly only 4 years which were higher so much than that in the period of 7 years from 1987 to 1995. In fact, the number of vehicle ownership in 1995 had nearly 2000 vehicle per thousand people, and this was twice as much as that of the number of vehicle ownership between 1991 and 1995. Certainly, Chinese paid much attention on vehicles in 1999 because the number of vehicle ownership in 1995 had only nearly 2000 vehicle per thousand people, then the number doubled in 1999 with over 4000.
