should create new, and much stricter for handling and storing coal ash. However repsentatives of power companies take the opposite view and
provide three reseans of support. Converstly the professore explains that the government should consider the environmentalists concernes and
refutes each of the repsentatives of power companies reseans.

First, repsentatives of power companies claims that effective environmental regulations already exist. The professore refutes this points by saying that the regulations
are not sufficiant and most of coal ash components are leaking into grandwater and posion hte water drink. She states that liner-special
material are used in new companies not the old one and this liner-special material should apply to all sites including new and old.

Secently, they are concern that creating very strict rules might discourage the recycling of coal ash into other
materials, however the professor says that its not true because there are very strict rules for other material like mercury and it is recycle for
50 years and this strict rules did not effect the recycling progress.

Third, "strict new regulations will resulted in significant increase in disposal and handling costs and consquently
arised the price for general public " they said. The professore opposes this points by explaining that this extra
cost well worth because these new refulations will decrease the enviroment pollution. According to the professor
this new regualtion will cost about 50 billions dollar and when this cost divided into the customers, their bill
just increas for 1 %.
