First, the passage claims that the taxes can disappoint people from buying people and they get forced to buy fewer cigarettes and this can have an effect on society's health problem and decrease it. the lecturer refutes this idea by saying that with this decision the smoke rate does not decline, the people who smoke buy cheaper cigarettes with low quality and it is harmful and has high risks for users. Also, people who buy unhealthy food keep doing it and buy unhealthy food with higher costs and they cannot spend money on healthy food.

For example, they are likely to adopt radical measures such as not allowing smoking in outdoor public areas such as parks, or even banning smoking in all outdoor areas public or private, because they don't want to lose this income.
