The main topic of both the passage and the lecture is Amtrak train service. According to the passage, Amtrak should be privatized. However, the lecturer refutes the passage's opinion citing three reasons which will be illustrated in the following paragraphs.
First of all, the passage claims that government loses money because maintainance of routs, that are not used very much and are located in distant areas, is costly. Whereas, the lecturer points out that the main application of these routs is not to gain profit, but to fulfil people's demand. People living in far areas have the right to access public transportation, and if Amtrak is privatized, they can not exercise their right.
Secondly, the passage states that since the goverment does not allocate money to other transportation systems like airlines, it is not fair to spend money for Amtrak as well. However, the lecturer supports a contradictary view and declares that government does allocate budget to airlines. Control towers, training staff, and sattelites are only some examples of fields that are financially supported by goverment. Thus, the passage's statement is not valid.
Finally, the passage mentions that it is better to use the funding for improving other transportation fascilities such as highways, because rail traveling is not very popular in the United States. In contrast, the lecturer believes that people do not use train servis very much because it is not fast and efficient. If train system improves, people would use them instead of their car, as the case in the Japan and Europe. Therefore, government should fund train systems to be improved.
