On the contrary, the narrator, rejects the idea and tells that each country has its own certification and laws, so standardising the one law in actual will not be assisting for many nations.
In conclusion, the reading article supports the TED mechanism in order to save lives of turtles. But the speaker opposes all the ideas and shows his rejection among points discussed in the same.
