The reading and lecture are both about impressive high taxes on cigarettes which has effects on the government and people. The author of reading believes that there are some reasons which demonstrate imposing high taxes on cigarettes has benefits for everyone. The lecture challenges the statement made by the author. Professor is of the opinion that these aims are incorrect.

First of all, the author suggests that taxes can prevent people from buying cigarettes and unhealthy foods. This opinion is challenged by the lecture. He says high taxes cause people to buy cheaper cigarettes and if this idea applies to unhealthy foods people, will react the same away. Furthermore, he argues that cheaper cigarettes and unhealthy foods have more harmful substances than expensive them, so these cheaper objects have more bad impacts on people health.

Secondly, the writer contends that tax can be a fair system if smokers pay more taxes than nonsmokers. The article notes taxing people who do unhealthy behaviors can support the medical costs. The lecture, however, rebuts this by asserting that this process is not fair, because the tax rate should calculate based on people wages. He elaborates on this by mentioning that if this system uses to unhealthy foods makes bad conditions for lower incomes than higher incomes.

Finally, it is stated in the article that the high rate taxes cigarettes increase revenue for governments, so governments can use incomes to improve buildings, public education, parks, etc. The lecture, on the other hand, posits that this work produces million dollars for governments then they become dependent on it and do not want to lose it. As a result, this dependency cause governments to ignore some activities like smoking in public areas because they do not want to drop this occasion.
