The lecture and the reading passage both discuss coal ash --product producing by power plants. The reading claims that a new regulation about coal ash could have a negative consequences. In contrast, the lecture says that strict rules are defiantly a good decision. The texts casts doubts on these disadvantages, and in the lecture, she provides three specific points to substantiate her opinion.

First of all, the text indicate that environmental regulations have already existed, but professor says that it is not true. For instance, we still need liner special material rule that helps prevent water from pollution.

Secondly,he text puts out that creating new strict rules for storing and handing coal ash could discourage the recycling of coal ash. The lecture counter this point by saying that these rules will not mean that costumers will stop to use recycling. She support her opinion by example. For mercury recycling use a long time does not discourage costumers to use for recycling the products from this material.

Last but not least,the reading points that the new regulation would increase a cost a lot fore the power companies. The lecture denies this and talks that the sum will be not a significant. The price of electricity power will increase to 15 billions, it is only 1% for every household. The professor mention that it is not a high price for protecting our environment from contaminates.
