The reading passage states that implement new policies to handling and storing coal ash is not necessary and might have negative effect, whereas the professor points out that creating new and much stricter regulations is definitely needed.

Firstly, the author insists that the exist environment regulations is effective and not need to be changed. For instance, companies are required to use liner a special material to prevent detrimental chemical from leaking into environment. The professor, however, argues that the current rules is not sufficient for they only require newly build landfills and ponds to equip liner while these old dispose sites without liner might cause significant damage such as, the coal ash leak into water and then contaminate the drinking water. So implementing much stricter regulations is imperative.

Secondly, the reading says that the current recycle process is not dangerous to the environment and with the using of stricter rules may make consumers feel skeptical about these products and influence their selling. In contrast, the speaker reckons that new policies do not mean that consumers will stop buying their product. Take mercury as an example. Mercury is a hazardous material and has subjected to strict rules for long time. However, consumers continue to buy it due to its successfully and safely recycle process.

Lastly, the reading states that the companies will undertake more cost if the new rules are implemented. On the contrary, the professor deems that it is true that the cost will increase, but the result will be well-worth the cost. The companies might have to spend extra fifteen million dollars attribute to the new regulations, however, it is only increase about one percent of average household electricity bill, which is worthwhile to do.
