In this set of materials, the reading passage discusses that high taxing on the cigarette and unhealthy foods can provide several benefits for all society members. While in the listening the professor casts doubt on what is presented in the text and believes that each of these arguments explained in the text can be challenging.
First of all, in the text, it is clearly mentioned that high taxes can discourage people from unhealthy behaviors. However, the professor claims that this plan may lead to some people to replace their expensive cigarettes with cheaper and lower quality ones that contain a much more harmful substance for human health. Also, about unhealthy foods, maybe some people still continue to buy these type of foods even under its more cost. In this way, they would have lower money to spend on health foods.
In addition, the professor disagrees with this idea that high taxing would be financially fair. She says that this plan would be unfair if we count people income. This plan would be affected people with smaller income much more than people with larger income.
Finally, in the text, it is stated that the extra income that governments will get from the higher rate of taxation, will spend on improving social services. The professor subscribes that governments could earn millions of dollars from this kind of taxes. Thus, they become dependent on it and would not want to lose it. For example, they stop policies such as banning smoking in public places such as a park or even private ones.
