The reading passage lists three methods to help solve the problem of the declining frog populations, while the speaker thinks all three approaches are not practical.

First of all, the reading passage insists that the government could set up laws to ban the use of pesticides which are harmful for frogs in the areas near the frog habitats. However, the speaker believes that this method is not fair for those farmers who live near the frog habitats since they may become less competitive. To be more specific, if regulations are established, they might have to lose some crops, reducing their yields.

Second, the reading passage suggests that antifungal medication and treatments could be used in a large scale to treat the fungus problem which will otherwise lead to dehydration of frogs. In contrast, the speaker thinks that it is too complicated and expensive to implement. Such medication and treatments have to be done individually, which is very complex and time-consuming. And also, those treatments can't prevent frogs from passing off the illnesses to their offsprings. So we need to do it over and over again.

Finally, the reading passage gives their advice that by protecting the key frog habitat from excessive water use, the problem of declining frog populations could be solved since frogs are dependent on water. On the contrary, the speaker holds an opposite opinion. He believes that it will not save frogs' life. Actually, the amount of water decreases mainly because of global warming instead of the excessive water use. Therefore, protecting the habitats from avoiding the water draining off will not solve the problem.
