Both the article and the lecture are about whether the idea of constructing artificial reefs is advantageous or not. In this vein, the author of the article brings up 3 reasons to support that artificial reefs are beneficial. The professor, on the other hand, believes that building one creates problems and refutes all the mentioned reasons.
First, the author refers to the construction of Mexico Gulf and the simultaneous increase in the Red Snapper Fish's population and points out that the artificial reef can increase marine animals' numbers. However, the professor disagrees with this notion and states that reefs exclusively attract marine animals. To be more specific, a reef stimulates animals to immigrate from one section of the ocean to another part. In this case, local fishers effortlessly hunt them and decrease their total number in the ocean. Therefore, the artificial reef would not be effective to enhance marine animals' numbers.
Second, the author posits that artificial reefs provide opportunities for local fishers to compete with larger corporations by creating private reefs. The professor, conversely, rebuts this issue and argues that these private reefs, most of which have secret locations for other fishers may cause damage to others' nets or boats. To avoid these detrimental consequences, artificial reef sites have to be reported, which leaves small-scale fishers with no competitive advantages over large companies.
Third, the author claims that artificial reefs can come in handy to easily and affordably recycle aged disposals like old cars. In contrast, the professor opposes this idea and takes Osborn Reef as an example to clarify this matter. As he explained, Osborn Reef, which was made up of old car tires, abruptly, got loose and crashed after a strong storm. Eventually, the destruction of Osborn Reef ruined the habitat of a plethora of marine plants and animals, which settled on its surrounding seafloor.
