In this case of materials, the text and the lecture offers two opposing views on the possibility of whether taxes are beneficial for everyone or not. With this in mind, the author casts doubt on benefits that can be provided for everyone through these taxes. The lecture on the other hand, categorically, refutes all these episodes of argument mentioned in the passage, believing that those specific claims can be challenged.
First, the passage claims that increasing the taxes can discourage smokers from paying so much money on buying such unhealthy commodity. In contrast, the speaker counteracts this idea, mentioning that high taxes can lead people to buy low quality cigarettes. There for, these cigarettes contain more harmful substances that can provide huge health risk. Moreover, she is of the opinion that, despite of high prices of these cigarettes people continue buying them, consequently, less money would be left for them to be spent on healthy food.
Moreover, this reading asserts that such taxes are fair because these people will be sick as result of smoking, which it burdens a lot of taxes on the society, additionally it is not fair that healthy people and nonsmokers should pay as much money as they do to cover their medical costs. The lecture challenges this viewpoint stating that, as smokers doesn't earn equally, these high taxes can create burden for small income citizens more than high earners. She explains that this is unfair that people that earn more money have to pay equal tax that wealthy people should pay.
Finally, the author holds the view that increasing taxes on smoke can obviously benefit government as its income will rise consequently. In fact, the writer supports this idea that this extra money can be exploited to build new facilities such as schools or stadiums. On the other hand, the professor repudiates this opinion and believes that the government has avoid doing some prohibitive actions in order that discourage or prohibit people from smoking, in order to gain this money. Take it as example, she states that it has ceased hindering people from smoking in outdoor places, such as parks, because it can provide less profit for it if people stop smoking.
