Summarize the information by selecting and reporting the main features and make comparisons where relevant.

The line graph shows the past and projected finances for a local authority in New Zealand from 2012 to 30 June.
Generally, rates revenue and user charges climb gradually over the years. Different from the the ones mentioned, the borrowings, grants and subsidies have rapid changes in the century.
With a humble beginning of almost 1500 million dollars, it is clearly being illustrated that rates revenue gradually raise throughout the period and earn the highest proportion of finance every year. In parallel, user charges are slightly below rates revenue and follow along the uprate of it to settle at about 2000 million dollars.
The graph clearly points out that borrowings as well as grants and subsidies witness many ups and downs. Borrowings started off at just above the 750 million dollars mark and rocketed up to about 1200 million dollars in 2014, then after series of downfalls and uprises, it managed to end up with approximately 750 million dollars in 2022. Grants and subsidies kicked off with the lowest amount of 400 million dollars and increased to 750 million dollars in 2016, with a gradual reduction, it finally stopped at 500 million dollars.
With all the current information, rates revenue and user charges are predicted to keep climbing. Grants and subsidies are most likely to continue falling, in contrast, borrowings could potentially have a sharp growth in number.
