Fixed punishments have been a common issue since the crimes spread in 20th century. Lots of crimes may occur with many of reasons. Some reasons may be tolerated and few of them can’t be tolerated because it sometimes happen when someone under particular circumstances or there is motivation for committing crime. Yet we have to know that there are some crimes which never can be tolerated with anything else because they make disaster or lots of victims such as “genocide”, terrorism and invasion to defeat country or community.
This issue has been debated by numbers of governments in the world. Yet there is no proper solution for this issue to be solved. For example, the issue about terrorism in Afghanistan and Iraq which fill today’s period there is no clue to solve terrorism there, otherwise lots of countries which want to help the issue instead they make the situation then even worse. Why this issue occurs nowadays because in the yesteryear it has happened and no one even care about it instead of taking advantages on them, so that the one which ever has this issue feels that they need to take revenge for what have happened to them. So, that’s right if punishments have to input the idea of particular circumstances or motivation for committing crime because it happened not only someone faults but also others.
However, we have to recognize that this crime whether makes disaster or lots of victims or not, so that we can decide to take fixed punishments to them who make this crime because the life of victims must be paid by fixed punishments. And the international court also has to justify the issue considering particular circumstances and other motivation which conduct with the crime.
Overall, both of fixed punishments and other particular circumstances need to solve the crime instead of choosing only one of them.
