The passage mainly talks about there should be no more regulations for using coal ash. But the listening disagrees with the opinion by providing three strong reasons.
Firstly, the passage states that there already exists effective environmental regulations. However, in the listening, the professor argues that current regulations are not sufficient enough because they are only effective for new sits but not old ones. There should be a strict regulation at all sites.
Secondly, in the passage, the author stresses that strict rules will discourage the recycling of ash into other things. It's likely that consumers would think coal ash as dangerous products and will not use anything recycled from them any more. In contrast, the professor does not think consumer will stop using it. She uses the example of mercury to explain this. Mercury is considered as an dangerous product under strict handling. But it's safely stored and consumers are still using it.
Finally, the author thinks this would increase the costs of companies as much as ten times the costs now. On the other hand, the professor believe that it will not increase costs. What's more, it could increase 15 billion of the cost. But if everyone pays 1 percent more money to environmental protection, it will cover the increased costs of companies.
